) FMIS SYSTEM ANALYST, 12 MONTHS
Qualifications/ Experience
The Specialist is expected to have the following qualifications and experience;
* Degree in computer science or related subjects from reputable University.
* Minimum 5 years of working experience as system analyst.
* Competent system analysis, software design and programming skills. Has working knowledge of software development lifecycle and preferably software development processes.
* Has working experience with open source technologies such as: PHP, Perl, MySQL, Postgres, Apache and Linux/Unix operating System.
Responsibilities, including expected outputs from the assignment
The System Analyst will work with the Biro Keuangan officers responsible for the FMIS system in order to;
* assess requirements for adapting the FMIS to new MOF or departmental needs,
* assist the Biro Keuangan to add needed functions to the system,
* build capacity in MONE, particularly the Biro Keuangan, to manage the technical requirements of the FMIS,
* assist the Biro Keuangan to develop and implement system support mechanisms,
* assist the Biro Keuangan to develop training and support materials for system roll-out
* manage the FMIS software development process to make sure the software gets built according to the specifications on time and within budget,
* analyze the existing FMIS software and create a design which can accommodate MONE and MOF needs. The design must also address future scalability issues including the scalability of the database used and the increasing need of reporting systems.
* create a strategy for FMIS software implementation in MONE to make sure that the transition from the MOF application to FMIS running successfully.
2) FMIS PROJECT IMPLEMENTATION ADVISER, 12 MONTHS
Qualifications/ Experience
The FMIS Capacity building support consultant is expected to have the following qualifications and experience;
* Degree in Administration from a leading university/secretar ial college.
* Mature, able to provide capacity building support to technical teams in running FMIS activities.
* Knowledge of ministries, local governments working procedures and mechanisms including understanding on its working culture.
* Proven experience in advising on large scale technical training programmes in a variety of locations in Indonesia.
* Good interpersonal skills, and ability to foresee issues and take initiatives.
* Knowledge of and involvement with FMIS development in government will be highly desirable.
* Foreign language skills highly desirable.
Responsibilities, including expected outputs from the assignment
The FMIS Capacity Building Support Consultant will be responsible to the FMIS project leader, and will work closely will technical teams, Bureau of Finance staff, Satkers staff at all provinces and Unit Utama.
This position is expected to:
* build the capacity of Finance Bureau staff to manage FMIS daily activities including managing the FMIS secretariat and technical staff
* assist the FMIS centre staff to coordinate national consultants mobilised for FMIS and assist them in building collaboration with Biro Keuangan staff.
* build the capacity of key members of the Biro Keuangan to monitor and report on FMIS progress, issues and remedial actions to the Head of Biro in a timely manner.
* coordinate the FMIS support budget and actual expenditure reporting in cooperation with the Program Accountant of MCPM.
* be responsible for keeping the support programme for FMIS development on track to deliver the outputs according to the agreed timetable and resource allocation.
* assist the FMIS centre staff to develop skills in organising workshops, training, meetings in MONE offices and provincial/district s, and to build a communications network with Satkers and Biro Keuangan.
* assist the Finance Bureau to develop a socialization programme involving all stakeholders, including leaders preparation of socialization materials.
