The American Red Cross Tsunami Recovery Program (TRP) had been established to direct the organization’s response to the South Asia tsunami disaster.
The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. Please visit www.redcross.org/tsunamirelief
The Indonesia TRP Delegation operates from offices in Banda Aceh (main), Calang, Lamno, Sabang and Pulo Aceh. It also has liaison offices in Jakarta, and other areas in Aceh province in collaboration with the Indonesian Red Cross. The Indonesia TRP program has a budget of over $200m. It commenced in May 2005 and will be completed by June 2010.
The American Red Cross seeks dynamic individuals to fill the Senior Security Officer positions: The American Red Cross seeks a dynamic individual to fill the following position:
Post Title : Senior Security Officer · Recruitment : Indonesian National · Location/Duty Station : Banda Aceh · Starting Date : Immediately Supports and works with : Operation and Program staffs of American Red Cross sub-offices. · Direct Supervisor : Administration Manager · Status/Condition : Fixed term · Grade : I/ - Base on experiences and qualification Responsibilities Supervise and guide the Security personnel (i.e. supervisors and guards) to act on current and on-going safety and security issues, including performance management and monitoring of staffing levels, scheduling and overtime; Prepare action plan as per the safety and security plans and guidelines and implement those in coordination with the program coordinators in the sub-offices and districts as well as with the Security Focal Points in the ARC sub offices; Conduct ongoing risk assessments and keep supervisor updated on the security trend in Aceh Province. Recommend appropriate response to manage any safety & security challenge and/or perceived risk/threat; Coordinate with and gather information from other provincial and locally-based private and government (i.e. police, TNI etc) security persons and ensure security and safety related information sharing between staff of sub-offices and Banda Aceh office; Attend monthly safety and security meetings and advice / alert other relevant security personnel to take necessary actions in order to make sure of the safety and security of all ARC staff in the office and field, visitors and ARC assets in the office, staff houses and guesthouses; Ensure that security Guards/Watchmen are performing their duties in accordance with their job descriptions and according to periodic safety/security guidelines and alerts; Disseminate safety information to all sector staff and train all security staff, including Supervisors, Security Guards/Watchmen on Security & Safety systems procedures, e.g. earthquake drills, evacuation plan, seatbelt & helmet uses, uses of fire extinguisher, first aid kits etc. based on the recent feedback of Regional Senior Security Specialist and ensure that systems and procedures are followed by them appropriately; Take initiative to orient new staff and visitors on the American Red Cross Safety and Security Procedures within 72 hours of their joining this office and in the districts; Prepare weekly and monthly safety and security related Draft SITREP based on the security data and recommend that supervisors take appropriate action; Assess effectiveness current communication technology available in this office and recommend for improvement with technical advice, systems and procedures.; Assess the skills and knowledge of security guards and watchmen and recommend for improvement with innovative ideas on their capacity enhancement; Be familiar with ARC security and emergency plans and facilitate the development of coordinated evacuation plans and conduct visits to program outpost offices, projects and residential sites to assess security conditions, if a safety or security situation arises; Work with the ARC team and prepare a contingency plan and review from time to time with the team.
Qualification : Bachelor Degree with Safety & Security Training; Minimum related Work Experience 4 years; Safety and Security Knowledge and skills and very good sense of security discipline that consistent with international organization environment; Skills on Effective Communication and familiarity with communication technology e.g. VHF, HF System; Coordination and networking skills; Supervision and people skills; Monitoring and assessment skills; Negotiating and conflict resolution skills; Bilingual - Fluency in English and Bahasa Indonesia both in verbal and writing; Computer skills – word, excel, PowerPoint
