Consultancy
– Contingency Planning - Development of rules of engagement for the Indonesia Emergency Capacity Building (ECB) consortium
for emergency responses

The Emergency Capacity Building Project – Indonesia Consortium is recruiting a consultant to lead the
development of rules of engagement of the consortium during emergency response.

BACKGROUND

On Emergency Capacity Building (ECB) project:
The Emergency Capacity Building (ECB) Project is global
initiative implemented jointly by six international humanitarian organizations
(CARE International, Catholic Relief Services, Mercy Corps, Oxfam GB, Save the
Children, and World Vision International). ECB seeks to improve the speed,
quality, and effectiveness of the humanitarian community’s emergency
preparedness and response by building capacity at the field, organizational,
and humanitarian sector levels for staff development, accountability, and
disaster risk reduction.. The global ECB project management has selected four
countries (including Indonesia)
and one region that will be implementing the ECB Phase II field level project
activities.
In Indonesia,
the ECB consortium consists of CARE International, Catholic Relief Services,
Mercy Corps, Oxfam GB, Save the Children and World Vision International, with
CRS as the lead agency. The Indonesia consortium also includes national partners International Medical Corps (IMC)
and Masyarakat Penanggulangan Bencana Indonesia (MPBI) or Indonesian Society of
Disaster Management.

Emergency
Response Activities
The ECB Consortium has recently responded to two earthquakes
in West Sumatra and West Java, using a combination of different strategies
including joint needs assessment, information sharing, with agencies pursuing
funding for their programming separately or jointly and through programme
coordination at field and head office levels.
As part of the west Sumatra response, several grants were made to the consortium as a whole, including one
grant from the Bill and Melinda Gates Foundation (part of which is being used
to fund this consultancy) with Mercy Corps as lead agency on behalf of the ECB
consortium.


OBJECTIVES
The purpose of this consultancy is to support ECB Indonesia
contingency and response plan through the development of a protocol for
engagement of the ECB consortium for emergency response, outlining principles,
roles and responsibilities, communication lines and methods for collaboration
among ECB partners in future emergencies.

SPECIFIC ISSUES FOR
CONSIDERATION
- Trigger factors and criteria to activate needs
assessment, joint response – relation to the joint contingency plan.
- Response strategies – consideration of joint response
from the consortium or coordinated response - including consideration of advocacy
- Determining possible response functions, roles and
responsibilities, relationships among consortium members
- Information management and reporting mechanisms
- Fund raising strategies and funding management –
general principles on funding management, how funding needs are identified,
consortium management actions on performance issues
- Safety and security management
- Consortium external representation to the government,
coordination for a (cluster systems, HCT, etc)
- Monitoring, Evaluation ,learning and Accountability –
joint evaluation, joint lessons learned event

DELIVERABLES
1. Draft and final SOP and guidance
notes, recommendation regarding the development of Joint Contingency Plan

Communication of Results:The
consultant will present the draft protocol/SOP and recommendations to key ECB
stakeholders in order to provide immediate feedback to the consortium members.
The final SOP will consist of an
Executive Summary of no more than 10 pages. The primary audience of the
evaluation is the ECB Indonesia consortium, and the secondary audience is the
ECB Project agencies and other stakeholders involved in the joint actions.
Following finalization of the SOP
and guidelines, the ECB global team may share this with other ECB consortia in
other countries and upload this to the ECB sharepoint intranet site and ECB
external website. It will be up to each of the ECB consortium to share
the report with other agencies and stakeholders in Indonesia and the other 4 ECB
consortia.
