TERMS OF REFERENCE FIELD FINANCE OFFICER
Position: Field Finance Officer
Duty Location: Based in NRP office (Teluk Dalam) with frequent travel to the field (Sub-districts and villages participating in NRP activities).
Report to: Finance Manager
Counterparts: Under the general supervision of the team leader, the position will interact mainly with the NRP Finance Manager for procedural matters, NRP Logistics Officer for procurement matters, Liaison Officers and facilitators for coordination of field finance in relation to Component 1, government facilitators and Infrastructure Manager for coordination of field finance in relation to Component 2.
Other Stakeholders: The FFO may occasionally interact with communities and local governments in relation to field finance matters.
Duration of contract: Up to 12 months - with initial 3 months contract, and may be extended, based on the Projects requirements, start date: Dec 07/mid-Jan 08.
Position and Description:
The FFO under the general supervision of the Finance Manager and Team Leader, will interact with facilitators, communities and other stakeholders in the field to provide the link between implementation in the field and the financial management of the NRP office.
Responsibilities:
He/she will manage all aspects of NRP finances in the field and ensure that all requirements for fund flows are met, and all data and information requirements from the field in relation to NRP procedures are satisfied, especially with regard to the community driven activities, and village grants under component 1. A secondary responsibility will include monitoring field finances for component 2 activities and ensuring compliance to financial procedures as required.
Duties: The duties will entail but not be restricted to, the following:
1. Assist in the preparation and dissemination of management procedures 2. Keep facilitators and liaison officers abreast of changes to procedures 3. Receive budget requests from field facilitators and check validity of claims. 4. Relay budget requests from facilitators to the Finance Manager for processing 5. Facilitate smooth trouble free funding flows from NRP to participating villages and/or contractors. 6. Process acquittals on budgets and ensure the process is supported by appropriate receipts 7. Work with facilitators to ensure communities follow all NRP procedures and complete all the necessary forms supporting the CDD process. 8. Disseminate procedures and procedure updates to facilitators. 9. Provide inputs to monthly meetings and reports a. Status of each village regarding accountability systems b. Financial progress for each project and village (as a percentage of budget) 10. Other duties as requested and approved by the Team Leader.
Reporting The Field Finance Officer will provide weekly verbal briefings to the Finance Manager and complete a monthly written report to Finance Manager.
