When submitting the application please use the following format as your email subject: App_LLOfficer_(YOURNAME)(for Linking and Learning Officer), or App_PODM_(YOURNAME) (for PO Disaster Management) Any application sent later than 11 May 2011 WILL NOT be considered __________________________________________________________ Job description for Linking and Learning Officer Date: 1st of May 2011 Position: Linking & Learning officer PfR Project Title: Climate-proof Disaster Risk Reduction, PfR Status: Starting up Organisation: The Netherlands Red Cross (NLRC) on behalf of PfR Location/ Country of assignment:Kupang, NTT Time period: 3 months probation, than 12 months, possibility for extension Context The Partners for Resilience (PfR) is an alliance of five humanitarian, development and environmental organizations bringing together knowledge and expertise in the field of disaster risk reduction (DRR), climate change adaptation (CCA) and ecosystem management and restoration (EMR). The PfR consist of the NLRC, CARE Nederland, Cordaid, Red Cross/Red Crescent Climate Centre and Wetlands International. The alliance partners accompany their local partner institutions in the implementation of the programme. Founded in 2009, the PfR developed the five year programme "Climate-proof Disaster Risk Reduction" that aims to reduce the impact of natural hazards on the livelihoods of 750.000 – 1.000.000 vulnerable people in nine countries: Ethiopia, Guatemala, India, Indonesia, Kenya, Mali, Nicaragua, Philippines, and Uganda. The PfR will implement the programme in the period 1 January 2011 to 31 December 2015. The NLRC is lead applicant and contract-holder for the programme vis-à-vis its key donor, the Netherlands Ministry of Foreign Affairs under its MFS-II grant facility. |

Consultancy: Coordination and support of Lessons Learned collection, analysis and documentation Project: DRR (Disaster Risk Reduction) of Handicap International Duty Station: Yogyakarta, Indonesia Duration: 11 April 2011 - 31 August 2011 Contract: Service Contract
OBJECTIVES • Organize information about the experience of the project • Identify « what works » and « what does not work » in the implementation of the project • Process and elaborate this information in Lessons Learned • Enumerate recommendations based on the Lessons Learned for possible replication of the project and building of organizational know-how
QUALIFICATION Education: Degree in social sciences, development studies, disability studies or equivalent combination of education and experience in a related area.
Professional experience: 3 years of professional experience in the field of DRR, demonstrated experience in undertaking a Lessons learned process (supporting documents appreciated), experience of working with pluri-disciplinary teams and organizing training or seminars. |

BACKGROUND OF THE POSITION KARINA (Caritas Indonesia) is the humanitarian arm of the Bishops’ Conference of Indonesia based in East Jakarta and is officially considered as a member of the Caritas Internationalis confederation. Established in mid-2006, it recently completed its first strategic planning in early 2008. One of the results of the strategic planning is the identification of 2 (two) main divisions: Programs Division and Support Division. KARINA (Caritas Indonesia) acts as a coordinating and facilitating body for all the 37 Dioceses incorporated under the Bishops’ Conference of Indonesia. DESCRIPTION OF THE DIVISION The Program Division is comprised of areas: DRR Unit, ER Unit and Capacity Building Unit. REPORTING TO The DRR Project Officer will report to the DRR Coordinator. TERM OF REFERENCE FINAL EVALUATION OF CMDRR PROJECT CARITAS KEUSKUPAN SIBOLGA (CKS) - NIAS 1. PROJECT BACKGROUND In the year 2007, CKS began with a pilot project of Community Managed Disaster Risk Reduction (CMDRR) covering 3 communities. Positive experiences which CKS gained through the implementation of a 18-month pilot project; subsequently extended to a 2nd phase of the project expanding the process to another 14 communities through developing 3-year projectwith a period of 1st October 2008 – 31st October 2011. Altogether, the CMDRR project covers 17 communities. Among 17 communities addressing by the project 14 are located in Nias and 3 are in Tapanuli Tengah; two of the 18 Regencies of North Sumatra province of Indonesia. Among 17 communities 16 communities represents Christianity as majority population while one represents 50% Christian and 50% Muslim population. Communities of Nias and Tapanuli Tengah are frequently exposed with the natural hazards. Climate change and its exposure of sea water level rise, increase of temperature of ocean floor, changes of sea-web actions accentuated by other factors such as rapid soil erosion, sedimentation of river and estuaries altogether increasing the frequency of hazard occurrence in the area. Major natural hazards affecting people are floods, landslides, land erosions. Target population addressing by the project is extremely vulnerable. Lack of food security, rudimentary physical communication infrastructure and lack of access to market, inadequate employment and income, illiteracy, low health water sanitation and nutrition status, gender discrimination, top down governance, degradation of forests and other natural resources, are major causes of vulnerability facing by the communities of Nias and Tapanuli Tengah. Another critical vulnerability reason is Nias and Tapanuli Tengah both have separate language than Bahasa Indonesia keeping its population away from accessing education, media and news as the higher education systems and media are dominant by the Bahasa language. Government support to disaster risk reduction and other related development activities are extremely inadequate. After the Tsunami 2004 there were several international organizations and NGOs extended their hands of cooperation to the communities for the relief and rehabilitation and now most of them are departed after completion of their mission.  Location: Medan, Indonesia Exempt/Non-Exempt: Exempt Employment Type: Other Department: International Programs Description: Lutheran World Relief is currently accepting expressions of interest from potential Disaster Risk Reduction Specialist/Project Manager candidates interested in Lutheran World Relief's submission for an upcoming USAID-funded climate adaptation and disaster resilience project in Indonesia. The Disaster Risk Reduction Specialist/Project Manager is responsible for day to day program management; providing the main technical guidance for the program, designing the support program and technical aspects of the annual work plan programs and, where appropriate, offering technical assistance to strategic partners. Qualifications: Successful candidates will be Indonesian nationals who have an advanced degree in a relevant field. An additional four years of professional experience is required in lieu of an advanced degree. A minimum of eight years experience in disaster management is required. Candidate must have strong technical knowledge in integrity and accountability in Indonesia and must have experience in program development. Strong written and oral communication skills including strong presentation skills; demonstrated ability to interact professionally and work constructively with a range of individuals, including USAID mission, local partners and government officials; and fluency in written and spoken English are required. Prior experience in Indonesia or East/Asia Pacific and ability to communicate in Bahasa Indonesian are highly desirable. The application deadline is March 30, 2011.
