Opening Date: 17-Jun-2011 | Due Date: 26-Jun-2011 Please apply online through the following link: http://jobs.undp.org/cj_view_job.cfm?job_id=23790 Post : DRR Coordinator (For Indonesian Nationality only) Type of contract : Service Contract Post level : SC 9 Duration of initial contract : 6 months with possible extension Organizational Context One of Hyogo Framework for Action’s Priorities for Action is to “Ensure that disaster risk reduction is a national and local priority with a strong institutional basis for implementation.” The HFA encourages all nations to support the establishment of integrated DRR mechanisms, including through the set-up of national disaster management bodies at the national and regional levels to ensure effective disaster risk reduction. As part of the efforts to build a strong institutional basis for DRR, the government of Indonesia has established its National Agency for Disaster Management (BNPB) in 2008. BNPB has carried out several initiatives within its mandates including formulation of regulations, policies, procedures and implementation of programs related to disaster management.. To carry out its key duties and responsibilities, BNPB has been receiving supports from its partners including the international development partners. To coordinate supports lent by the international agencies for enhancing its DRR initiatives, BNPB requires a coordinator for supporting the management of BNPB incoordinating the substantive and technical support and assistance of the international cooperation partners and ensure that the support and assistance provided will be aligned and contributive to the overall goals and objectives of the agency. UNDP, in view of its neutrality and impartiality and its well-established collaboration with BNPB recently through SCDRR., is specifically requested to provide and recruit the post to to perform such a coordination role in BNPB. The key responsibilities of the Coordinator for DRR will be to coordinate supports provided by different international organizations and maintain the quality of such assistance in line with BNPB’s strategic and annual development plans. Within the overall framework of existing UNDP projects in BNPB through SCDRR, the Coordinator for DRR will work under the direct supervision of the Deputy for Prevention and Preparedness in BNPB and the CPRU Head as delegated to the DRR Programme Manager of CPRU. Job description Date: 1st of Juli 2011 Position: Senior Linking & Learning Officer PfR Project Title: Climate-proof Disaster Risk Reduction, PfR Status: Starting up Organisation: The Netherlands Red Cross (NLRC) on behalf of PfR Location/ Country of assignment:Kupang, NTT Time period: 3 months, than 12 months, possibility for extension Context The Partners for Resilience (PfR) is an alliance of five humanitarian, development and environmental organizations bringing together knowledge and expertise in the field of disaster risk reduction (DRR), climate change adaptation (CCA) and ecosystem management and restoration (EMR). The PfR consist of the NLRC, CARE Nederland, Cordaid, Red Cross/Red Crescent Climate Centre and Wetlands International. The alliance partners accompany their local partner institutions in the implementation of the programme. Founded in 2009, the PfR developed the five year programme "Climate-proof Disaster Risk Reduction" that aims to reduce the impact of natural hazards on the livelihoods of 750.000 – 1.000.000 vulnerable people in nine countries: Ethiopia, Guatemala, India, Indonesia, Kenya, Mali, Nicaragua, Philippines, and Uganda. The PfR will implement the programme in the period 1 January 2011 to 31 December 2015. The NLRC is lead applicant and contract-holder for the programme vis-à-vis its key donor, the Netherlands Ministry of Foreign Affairs under its MFS-II grant facility. The Partners for Resilience in Indonesia are now looking for a: Senior Linking & Learning Officer (100%) Purpose of the position An important component of the programme is the PfR overall Learning Agenda and the specific learning objectives as have been formulated by the Programme Guidance Committee. The alliance partners, all with different backgrounds, can mutually reinforce each other's activities. Furthermore they will involve other relevant stakeholders at different levels. The overall learning goal is to develop an integrated DRR/CCA/EMR approach to be applied at both community and institutional level. |

BACKGROUND AND RATIONALE SinceJune 2009, the project of District Building Resilience has been operated in 128 villages within 16 districts that put the focus on reducing disaster risks at both community level and district level. Currently the project has come to its end of program implementation. For about two years of operation, many investments have been made to reduce disaster risks in the whole project areas through partnerships with 11 partners. Oxfam has initiated to carry out activities such as risk assessments, formulation of action plans in districts/communities, and the implementation of district action plan. Up to now, 115 villages in 16 districts have completed risk assessments and formulated village action plans. At district Level, 4 districts have completed the risk assessment district and other 12 districts are still in the process of finalization. The whole investments of reducingdisaster risks have become important to be periodically reviewed to measure how best the impact of the intervention, and to identify whether disaster risks is decreased or increased within the regions. This is important as a foundation to always update the risk assessment in each region. Measurement will be done with Community and District Risk Monitoring and Evaluation. CONSULTANT EXPECTED TASKS Consultant is expected to: * Design comprehensive methodology for community and district risk monitoring * Develop instruments for community and district risk monitoring * Create facilitator guidelines to implement community and district risk monitoring * Carry out desk research * Test field instruments * Conduct TOT workshop to apply the instruments for community and districts representative. |
