The German Red Cross (GRC) as a member of the International Federation of
Red Cross and Red Crescent Societies (IFRC) was among the first National
Societies to respond to the Indian Ocean Tsunami that occurred in December
2004. Subsequent to the recovery operation, the GRC has been providing
support to the Palang Merah Indonesia (PMI) with disaster preparedness in
school projects especially targeting students and teachers in the Central
Java and Bengkulu provinces.

The GRC is currently seeking a qualified candidate to fill the position as
described below:

The position is based in Semarang with an expectation to travel frequently
to districts where the projects are. This position offers a 12 months

Project Proposal Development on Disaster Risk Reduction (DRR)

DRR is mainstreamed to all disaster management works of Oxfam. In other words, Oxfam’s humanitarian and development work will be informed by high quality reliable and relevant risk and vulnerability analysis and impact of climate change and incorporate effective measures to reduce the chronic vulnerability of and risk to poor women, men and children.

Oxfam has been implementing The Project of Building Resilience in Eastern Indonesia. The project, 3-year project funded by AUSAID, is aimed to strengthen government, civil society, and community action for disaster risk reduction in enabling them to identify and analyze their disaster risk, plan and act for reducing the community vulnerabilities to disasters. The project has been implementing in 16 districts, four provinces starting from 15 June 2009 until May 2012. The project emphasized on three level interventions: village, school, and government. Supporting Community Based Disaster Risk Reduction and school based disaster risk reduction, the project creates enabling environment at district government level with combination of institutions capacity building and technical support in disaster risk management related policy and regulation making. The project, furthermore, will be also replicated in West Sumatera (District of Padang Pariaman and Agam) for
2, 5 years.

Currently Oxfam is developing ideas for new projects development. It was led and guided by best practices of and lesson learnt from previous and existing DRR projects. Moreover, Oxfam also seeks to meet incoming call proposal from various donors.

Correspondently, improvement and creation of project model are chosen strategy. Enhancing available DRR project design is needed to make better and advanced project strategies and approaches the future implementation. Furthermore, creating new initiative models is also considered valuable in order to identify, explore, and develop distinctive and contemporary project design which matches with current challenges and problems related to DRR aspects.

While best practices of existing DRR model will be incorporated sufficiently, this proposal would emphasize further the needs to integrate CCA and livelihood and urban issues.  Oxfam targeted area would be in Eastern Indonesia per the national strategy.

Relevant and adequate data will be collected to inform project background and rationale in NTT, NTB, Papua, and West Papua. This also will supply the need of appropriate project interventions. Consultant will be recruited to develop DRR project proposal.

Project Proposal Development on Disaster Risk Reduction (DRR) is intended to achieve following expected results:
•    Collected sufficient data on disaster risks and its analysis in selected areas: NTT, NTB, Papua, and West Papua
•    Developed project design for DRR that integrating livelihood, CCA and urban issues

BACKGROUND
 
To ensure that sustainable disaster risk reduction (DRR) is integrated into all future development in Aceh, the Provincial Government of Nanggröe Aceh Darussalam (NAD) has initiated the project “Making Aceh Safer Through Disaster Risk Reduction in Development” (DRR-A).  The DRR-A is designed to promote efforts for making DRR a normal part of the development process established in core functions of government and its public and private partners at all levels especially local communities where the most effective actions can be taken to reduce the physical, economic and social vulnerability to disasters.  The ultimate aim of this project is to ensure that, over the long-term, development takes place in a way that disaster risks are considered and accounted for so that over time, a culture of safety becomes the norm in Aceh leading to sustainable development. DRR-A has a target budget of USD $10 million for the three and a half year implementation
period. 
 
The NAD Provincial Government will implement the DRR-A project with support from UNDP and oversight of the National Government.  Strategic partnerships will be established with other relevant GOI ministries and agencies and with public and private partners at different levels.  DRR-A will be implemented in alignment with the national programme of “Safer Communities through Disaster Risk Reduction in Development” (SC-DRR).
 
The project is aimed at producing four key outputs:
1.      Institutional arrangement and enabling environment established to facilitate participatory and concerted implementation of DRR measures;
2.      Demonstration of gender sensitive projects implemented in selected locations to test and improve measures for reducing risk from natural disasters;
3.      Tsunami Disaster Mitigation Research Center (TDMRC), Syiah Kuala University (UNSYIAH) strengthened to provide science-based information, service and knowledge assistance to the local government and other DRR proponents in implementing their DRR activities;
4.      DRR public awareness programmes implemented to promote a gender sensitive “Culture of Safety” among the people and institutions of Aceh.
5.      To strengthen the capacity of the TDMRC-Unsyiah in providing tsunami science-based information, service and knowledge assistance, one Tsunami scientist is needed. The tsunami scientist will assist and manage the process of building the syllabus and deliverable materials for training and research applications in the field of tsunami science and engineering for the purpose of tsunami hazards assessment and mitigations. Supporting the disaster information for tsunami disaster risk reduction in Aceh and other DRR activities at national, regional and international level.
 
OBJECTIVES OF ASSIGNMENT
 
The objective of this assignment is to facilitate TDMRC’s in providing training and research applications in the field of Tsunami Science and Engineering with documentations of relevant training material/modules, research methodology, research facilities involves and needed, and site selection for field laboratory.  At the same time, the consultant is also expected to carry out a workshop to draft need analysis of tsunami hazards assessment and mitigations and grand strategy for TDMRC as a centre of excellence in tsunami science and engineering at local, national and regional/international levels.  The consultant is expected to engage with relevant institutions at local, national, regional and international levels such as BPBD’s, BNPB, BMKG, LIPI, BPPT, EOS-NTU Singapore, RHIMES Thailand,  ICHARM-PWRI, and NOAA USA.
Detailed Tasks and Outputs are specified in the following section.
 
SCOPE OF WORK
The consultant is to deliver the above output working in consultation with team of TDMRC- Unsyiah under the guidance and supervision of the DRR-A output 3 project coordinator and TDMRC-Unsyiah head of research division.

BACKGROUND
 
The project “Making Aceh Safer Through Disaster Risk Reduction in Development” (DRR-A) is a  joint Government Indonesia – UNDP project, prepared to support Aceh’s Provincial & District government in their efforts of reducing disaster risk in the area. DRR – A is designed to  make disaster risk reduction a normal part of the local level development process established in core functions of Aceh’s local government and their public and private partners especially in Aceh’s local communities where the most effective and direct actions can be taken to reduce physical, economic, and social vulnerability to disasters.
The project is aimed to produce four key outputs:
 

Output 1: Institutional arrangement and enabling environment established to facilitate participatory and concerted implementation of DRR measures
Output 2: Demonstration of gender sensitive projects implemented in selected locations to test and improve measures for reducing risk from natural disasters
Output 3: TDMRC-UNSYIAH strengthened to provide science-based information, service and knowledge assistance to the local government and other DRR proponents in implementing their DRR activities.

Output 4: DRR public awareness programmes implemented to promote a gender sensitive “Culture of Safety” among the people and  institutions of Aceh
 
The first output from DRR-A project is to support the Aceh Government to produce and set up policy and regulation on disaster risk reduction. The objective of this output is to develop the institutional arrangement and making the enabling environment at each level of Aceh Government to support the planning and  implementation on DRR measures in the province. This has to be integrated to decision making process at provincial, district and community levels with required legal basis, procedure and l regulatory framework. Under this output, the project will provide technical support on formulating the policies and regulation  and developing capacity of local government agencies. Indonesia has achieved significant progress on legal reform of disaster management, by issuing Disaster Management Law Number 24/2007 and its ancillary regulations. The major challenge is to implement the Disaster Management (DM) Law at local level with risk reduction element and
integration within development process  to reduce the  impending risks in Aceh.
 
Aceh Government has also established the Aceh Disaster Management Agency (BPBA) based on Qanun Number 6 Tahun 2010 which is tasked to coordinate, implement and command in disaster management in Aceh. To manage these 3 (three) functions, it requires the Aceh to plan its. Disaster Management  measures as part of development planning instrument. The new BPBA requires strong support to develop its capacity especially to build strong understanding of its personnel on disaster management to facilitate the activities in Disaster
 
 BPBA capacity, both functional and technical should be improved in order for the centre to operate and serve as mandated in BPBA strategic development plan. The respective consultant will asses current BPBA functional capacity such as organizational structure, human and financial resources and based on the assessment result, the gaps will be identified. Furthermore a capacity development plan should have assisted BPBA to improve its capacity. It is expected by having all the systems, procedures and policies in place the organization will run efficiently to implement its planned activities to achieve the set up goals.

General Objective
The capacity assessment exercise will comprehensively assess capacity assets and needs of Badan Penanggulangan Bencana Aceh (BPBA). Based on the findings of the capacity assessment, a comprehensive capacity development strategy will be developed to strengthen the capacity of BPBA in performing its overall mandate and responsibilities.
