CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit. CARE Indonesia in Kupang-East Nusa Tenggara is currently recruiting the following position for its project: JOB TITLE : PROJECT OFFICER DEPARTMENT/PROJECT : PROJECT/KOTA II REPORTS TO : PROJECT MANAGER JOB SUMMARY : The Project Officer will supervise directly the Community Facilitator in city level and will work closely with Community Mobilization Specialist, Water & Sanitation Specialist, Institutional Development Specialist, Gender consultant and Regulation development consultant. RESPONSIBILITIES AND TASKS: More specifically the specialist will assist and support the PM in the following activities in the three participating provinces: Coordinate project implementation with WES working team (Pokja- AMPL), other related sectors and projects; Establish relationships with key project GOI and LNGO, CBO and private partners at municipality levels; Supervise implementation of all project components in the related municipalities; Participate in selection and supervise Urban Community Facilitators (CF). Assist the PM and Pokja-AMPLin securing matching funds from related local GOI, municipal agencies and private sector; Coordinate, facilitate and supervise the implementation of the project consultative meetings with municipalities, sub- municipalities and eligible communities during the urban village selection process. Facilitate needs assessment in the eligible areas; Review and prioritize Letters of Commitment submitted by communities interested in participating in KOTA project and other related supporting projects initiated in urban areas by KOTA project. Assist Pokja-AMPL in the selections of communities according to the selection criteria and process in an open and transparent manner; Determine the training need necessary for the city forums component and other urban village projects. Organize regular and annual review meetings with KOTA project key stakeholders to monitor project progress and develop responsive actions for the problem developed. Prepare narrative reports for any other urban project implemented as a part of KOTA project. Supervise data collection, entry and analysis for the KOTA project component. SUPERVISES : Community Facilitator CONTACTS/KEY RELATIONSHIPS: This section may include both internal and external relationships. INTERNAL : PM, ROC, Admin Officer, Admin Assistant, Finance Officer, Watsan Specialist, Gender Specialist, Institutional Development Specialist, Monev Specialist EXTERNAL : Masyarakat, PDAM, Dinas kesehatan & Instansi terkait & kelurahan & masyarakat. QUALIFICATIONS: • Have a degree Environmental/Civil Engineering, Public Health and other relevant field • At least 3 years experience with International NGO and 3 years experience in related technical aspects in urban area • Fluency in English and Bahasa Indonesia (Verbal and written) • Ability to work with a team and with minimum supervision • Demonstrated capacity to work as a team member • Facility with Excel and Word Office application COMPETENCIES: WORKING CONDITIONS: Travel 80 % on the area project covered. |

Save the children is a leading non profit humanitarian relief and development organization working in more than 120 countries throughout the world. Our mission is to create lasting, positive change in the lives of children in need. Save the Children has grown enormously in the country and today we operate in 13 provinces across Indonesia. Our program approach now brings long term and sustainable benefits to more Indonesian children and we work to establish effective, self-sustaining approaches to issues related to child protection, health, education, livelihoods, emergency response and disaster risk reduction. Save the Children partners with children, communities, local organizations and the government of Indonesia to transform the lives of Indonesia children and their families. Currently Save the Children has an immediate need for experienced staffs to improve the well-being of children by integrating water and sanitation facilities and hygiene promotion in 225 primary schools in three provinces of Indonesia with this project and will be based in 3 provinces in Indonesia: NTT, Sulawesi and Papua. Save the Children in Indonesia (SCiIDN) proposes to improve the well-being of children by integrating water and sanitation facilities and hygiene promotion in 225 primary schools in three provinces of Indonesia: Papua (Manokwari District), NTT (Belu District) and Sulawesi (Soppeng District). In partnership with UNICEF and Care, the WISE (WASH in Schools Empowerment) program will support four main activities: 1) design and construction of cost-efficient, low-technology sanitation facilities in schools, 2) hygiene promotion in schools and communities, 3) creation of an enabling environment for improving sanitation, and 4) monitoring, evaluation, learning, and sharing of best practices. Save the Children will lead the three agencies in planning, implementing, and monitoring school-based activities, including hygiene promotion in schools, training teachers and parents about good hygiene behavior, expanding the Little Doctors (Doktor Kecil) peer education program, and improving school-based management of hygiene activities. In addition, with funding from Wrigley's SCiIDN will integrate an oral health component into WISE. This will include 1) distribution of toothbrush/tool paste, 2) integration of school based oral health promotion into the curriculum and school activities, and 3) school based dental checks. WISE (WASH in Schools Empowerment) District Coordinator (code: WISE DC Papua) - 1 post, based in Papua (Manokwari District) The WISE Papua District Coordinator will be responsible for overall management and implementation of all activities in target schools in selected Papua district. S/he will be responsible for the financial, programmatic implementation and monitoring/ of all Wise and Wrigley project activities ensuring that all SC activities are synchronized with Wise Consortium implementation plan. Core Responsibilities: 1. Ensure Wise district level activities are implemented according to Wise consortium implementation plan, and SC detailed implementation plan. 2. Ensure Oral health is integrated into school based hygiene promotion in target district. 3. Provide effective management and supervision of project officer 4. Ensure close collaboration with UNICEF, Care and Bappeda staff in implementation of and monitoring of project activities. 5. Ensure day to day management and reporting of financial resources in NTT target district is in accordance with donor regulations and SCiIDN policies and procedures. 6. Establish and develop strong and effective relationships with key district government and non government stakeholders including, health and education authorities, district planning department, UNICEF district staff, and local and international NGOs. 7. Ensure timely submission of monthly, quarterly and annual activity, financial and monitoring reports according to Wise M and E framework, Dubai Cares and Wrigley donor requirements and SCiIND requirements. 8. With input from hygiene and oral health specialist ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from SC SHN programming in Indonesia and globally. Requirements: * Bachelors University Degree or equivalent in a relevant field. * At least 5 years work experience with non-government organizations in the areas of health, or education and in managing development programs, preferably with international NGOs. * Knowledge and skills in methods to promote hygiene practices in primary schools * Knowledge and skills to promote child friendly active, joyful, and innovative learning. * Proven skills to efficiently implement activities according to agreed upon work plan * Demonstrated ability to write high quality reports and other project documents in Bahasa and English * Proven ability to manage financial resources according to donor and organization regulations and reporting requirements |
