IMMEDIATELY REQUIRED Oxfam is a confederation of 14 like-minded organizations working together and with more than 3000 partners and allies in almost 100 countries around the world to bring about lasting change. We work directly with communities and we seek with our partners to influence the powerful to ensure that poor people can improve their lives and livelihoods and have a say in decisions that affect them. Oxfam has worked for over 50 years in Indonesia and now focuses its efforts on empowering women, building the resilience of those living in poverty to shocks and disasters (including responding to emergencies), and improving the effectiveness and accountability of governance for those living in poverty and especially women. One of the programmes in Papua is Vanill Enterprise Development Programme in Serui. Currently we are looking for consultant to help the programme, Term of Reference (TOR) as below. Terms of Reference CONSULTANT FOR VANILLA ENTERPRISE DEVELOPMENT LOCATION : Serui, Papua-Indonesia PERIOD : The 3rd week of June until the 4th week of August 2011 BACKGROUND OF THE PROGRAM Papua’s geographic isolation has contributed to the preservation of a rich natural heritage, which includes over 60% of Indonesia’s biodiversity, abundant mineral and water resources. This environment is well suited to the cultivation of vanilla, a crop which typically grows well in altitudes of between sea-level and 1,750 meters, with predominately hot and moist climates. Due to the isolated geography of Papua, crops such as vanilla are by their very nature ‘organic’ as inputs (fertilizers and pesticides) have not been introduced into the environment, a fact already recognized by markets for crops from Papua. Experimentation with vanilla has already started in Serui, attracting interest from others in their community. The traditional community head of seven communities in Serui Island has introduced vanilla cultivation to 11 farmer leaders who have been growing vanilla on their own land for the past three years. With the help of training and extension services provided by local government extension staff, from the Department of Forestry, production reached about 50 kg per 625 square meters small-holding in December 2007, fetching US$ 44 per kg of cured and dried vanilla, in Jayapura. The communities have demonstrated their motivation and willingness to participate in income generating activities, using their own locally available resources such as land, tools, and plants. Based on this prospective condition, Oxfam has been working with the vanilla farmers in Serui to develop community based vanilla enterprise. This pilot project has involved farmers who have already started to grow vanilla, as well as other well-motivated farmers, making it possible to deliver product to market. The purpose is this project stems from the combined need for development in Papua, previous experience in Serui in vanilla production, and opportunities for providing development gains for communities in Papua through developing enterprises that link to vanilla markets. As access to market is still a major constraint, in 2010 Oxfam has assisted the vanilla farmers in Serui to initiate a cooperative involving 200 vanilla farmers as the members. The cooperative will be a selling point where the farmers can sell their vanilla, while at the same time the cooperative is expected to control the quality of vanilla products, as well as to identify and then access the vanilla markets inside and outside Papua. In order to support this new initiated cooperative on the above needs, a consultant will be recruited to work with the cooperative for increasing its capacities in the management aspects; providing market analysis and marketing plan; and also providing analysis on the enabling business environment. OBJECTIVES OF THE CONSULTANCY § To work with the vanilla farmers cooperative in analyzing the needs (related to management of a cooperative) that resulted in a institutional capacity building plan; § To assist the cooperative in developing a business and marketing plan for the vanilla product; § To conduct an analysis on local and national markets of vanilla including an assessment of market demands, competition, pricing structures, and market channels àdevelop marketing plan to meet these needs (including assessment of capacity, market services, and operating environment needs); § To conduct an analysis on the enabling business environment in terms of business regulations and market opportunities for vanilla producers. EXPRESSION OF INTEREST Oxfam is requesting an expression of interest for the proposed scope of work. As part of this, Oxfam is expecting a submission of up to 6 pages (plus relevant CV). The submission will identify the following: · Methodology and tools that will be adopted by the consultant to achieve deliverables and outcomes; · Scope of work that outlining the main activities to be carried out; · Identify the time/number of days required to achieve the deliverables and outcomes: it should be framed in terms of a maximum 9 weeks (from the 3rd week of June until the 4th week of August 2011); · Proposed overall costs including daily fee rates, travel costs etc. |

Dear All, Indonesia Marine Program is searching qualified candidate to fill position of: COMMUNITY GROUPS EMPOWERMENT SPECIALIST The Community Groups Empowerment specialist supports The Nature Conservancy's marine conservation goals in Derawan, especially in Berau MPA. The officer function is mainly serving for developing and implementing the outreach activities and constituency empowerment scheme through establishment of community groups, strengthening them, and providing awareness activities in order to create a strong support toward the development of Berau MPA system in the district. * S/He assists the administrative and operational aspects of outreach and constituency empowerment program especially in public consultation of Berau's coastal and marine area zoning (RZWP3K). * S/he will assist the processes for annual planning and budgeting, submission of periodic and annual financial and technical reports, and monitoring progress over the life of the program. * S/he serves as a resource to community - developing and delivering technical assistance on the logistical processes and requirements of the program/project, identifying and connecting community to needed technical experts within or outside TNC. * S/he assists on program/project-related workshops and meetings and documents activities, strategies and lessons learned as appropriate. The officer serves general services for Outreach Team working towards the achievement of conservation or stewardship goals. * The Specialist will be supervised by the Berau Constituency Empowerment and Outreach Coordinator, Berau Portfolio Manager and Communication Manager TNC IMP/CTC. Requirements: * Bachelor degree preferred in biological sciences, natural resources, communications, environmental or community management studies or education, or having 3-5 years related experience or equivalent combination of education and experience. * Excellent verbal and written skills in Bahasa Indonesia and English. * Excellent communication skill and approach to community in both genders and various age and social status. * Familiar with concepts and language of ecological sciences and conservation. * Familiar with community organization concepts including development of AD/ART. * Understanding of data-collection methods. * Knowledge of coastal marine community culture and practices. * Affinity with conservation or environmental issues. * Successful experience in developing, directing, and managing multiple projects in community groups empowerment. |

Responsibilities will include: · Responding to emergency calls to provide emergency rescue for street & unowned animals. · Responding animal care calls to provide information on animal welfare, animal rescue and rabies case. · Coordinate with the ambulance / education / ER team to organize immediate rescue to animal in needs (accidents, distress, tortured, etc). · Building and maintaining long-term relationships with BAWA sponsors / funders. · Managing all BAWA’s programs, including Ambulance, Clinic, Education and BAWA Shop. · Managing and updating databases to record drugs entry and usage and prepare monthly report to sponsors on the drugs incoming, outgoing and remaining stocks. · Ensuring Ambulance & Spay Neuter Program operations are efficient and maximizing the use of the limited resources provided. · Organizing monthly report with related departments such as Clinic, Ambulance, Spay Neuter program, Shop, Education and Accounting. · Making list of delivered donations and meet the donators when they visited BAWA office. · Translating reports / documents / presentation from English to Bahasa Indonesia or vice versa.
