Title: Consultant for SCDRR Pilot Project Monitoring, Evaluation and Completion
Reports to: NPM SCDRR
Duty Station: Jakarta

BACKGROUND
The project “Safer Communities Through Disaster Risk Reduction in Development” (SC-DRRD) is designed to make disaster risk reduction a normal part of the development process established in core functions of government and its public and private partners at all levels especially local communities where the most effective actions can be taken to reduce the physical, economic and social vulnerability to disasters. The ultimate aim of this project is to ensure that, over the long-term, development takes place in a way that disaster risks are considered and accounted for so that over time, a culture of safety becomes the norm in Indonesia leading to sustainable development and poverty reduction in Indonesia - one of the most disaster prone countries in the world.
It is intended to attain four key outputs: 1) establishment of a disaster risk reduction policy, legal and regulatory framework, 2) establishment and strengthening of institutional systems that support decentralized disaster risk reduction integrated with local level development, 3) education and awareness programs established and strengthened to make development/disaster linkages understood and 4) the demonstration of disaster risk reduction initiatives that make communities safer.
The implementation of this project will be undertaken through National Development Planning Agency (BAPPENAS) in close partnership with the National Agency for Disaster Management (BNPB). Strategic partnerships will be established with other relevant GOI ministries and agencies and with public and private partners at international, national, provincial, district, sub-district and village levels. The overall target budget figure for the five-year programme stands at USD $18,000,000 million.
Toward the completion of the SCDRR Programme by the end of 2011, SCDRR still implements a number of CBDRM, Integration of DRR and climate change adaptation into sustainable livelihood, and EWS pilot projects in 14 (fourteen) villages in the province of Bengkulu, NTT and West Sumatera. To ensure the project running in accordance with the work plan and achieved the intended target output, the monitoring and evaluation are required to undertake periodically in line with the respective logframe and work plan. Hence, the corrective actions can be taken accordingly based on the recommendation derived from the monitoring and evaluation. Furthermore, enabling the pilot projects can be replicated by the local governments, it is important to conduct evaluation of post pilot project implementations in DIY and Central Java Province as well as in Kota Palu to ensure the successful of the project and hence to develop the lesson learned.
Under the overall supervision of the SCDRR National Project Manager cum Team Leader, the consultant will support the monitoring and evaluation of the pilot project, to ensure that SCDRR pilot projects are implemented timely and accurately and achieved the target output as stipulated in the term of reference and logframe.
OBJECTIVES OF ASSIGNMENT
General Objective
General objective of the assignment is to monitor and evaluate the pilot project activities in order to ensure the activities are implemented timely and accountable manner and to achieve the intended target output in accordance with the plan. In the longer term, this ensures the project will contribute the sustainable development through disaster risk reduction (DRR) initiatives and ensure the pilot project will be replicated by the local governments

ASIA PACIFIC - PROJECT MANAGER

The Revenue Watch Institute (RWI) is seeking a Project Manager to
supervise a three-year USAID-funded IKAT partnership project on extractive
industry governance in Asia-Pacific. Through interventions at the regional, national and sub-national
level, the IKAT partnership project proposes a comprehensive approach to
addressing natural resource governance - combining grants with continuous
facilitation, mentoring, training, and technical assistance to Indonesian NGOs
to design, build, and operate projects to improve governance in the extractive
industries sector, thus enabling them to become capacity building and technical
assistance providers to NGOs in other Southeast Asian countries. The technical
nature of the extractive industries poses a number of challenges for civil
society organizations to engage in informed dialogue and be successful
advocates; Revenue Watch’s role is to serve as a resource, facilitator and
enabler for our civil society partners.
The Project Manager will be based in RWI’s office in Jakarta, Indonesia
and will oversee a consortium of three implementingorganizations, including the
Institute for Essential Services Reform (IESR), the Indonesia Parliamentary
(IPC) and the Pattiro Institute (PI). The position will lead on project administration, coordination and
strategy; provide technical assistance to Indonesian co-implementing partners
and access to RWI’s global expertise on a demand basis. The position will be
supported by existing RWI administrative and capacity building personnel, as
well as three central program managers, one from each implementing partner
organization.
RESPONSIBILITIES:
v Lead on
project coordination and strategy in line with the approved project proposal
from USAID.
v Coordinate
reporting requirements for the USAID grant in a timely manner, ensuring that
all reports are of high quality.
v Organize and facilitate a program
implementation planning workshops for all three partners, with a focus on (1)
providing project design, planning, and management knowledge and skills, (2)
and helping each partner produce a project implementation work-plan.
v Regular
coordination withprimary implementing partners including facilitation of
quarterly partner meetings, overseeing project branding and marketing strategy,
ensuring timely provision of agreed outputs and project deliverables, and identifying
technical consultants.
v Supervising
the administration of sub-grants to project partners throughout the region.
v Organizing
skill building workshops for project partners as needed.
v Drafting
communications materials and updates as requested for the USAID IKAT grant and
for RWI.
v Provide specifically targeted
content through the online mentoring service for partners.

PEP Phase 2 lebih fokus pada penguatan kelembagaan dan penguatan peran unit usaha di tingkat komunitas pemulung agar bisa menghasilkan keuntungan sehingga mampu membiayai operasional unit usaha sendiri dan jika memungkinkan bisa memberi tambahan dana untuk operasional Lembaga Pemberdayaan Pemulung (LPP) serta biaya kegiatan sosial lainnya. Uraian Tugas :
· Bertanggung jawab atas berjalannya aktifitas Micro Finance Unit (MFU/LKM) di setiap wilayah program PEP 2
· Memberikan training dan arahan kepada staff MFU dalam menyusun pembukuan keuangan simpan pinjam
· Melakukan monitoring regular ke lokasi project untuk melihat perkembangan MFU.
· Membuat laporan bulanan perkembangan MFU di tiap daerah dan disempaikan kepada Project Manager.
· Menyusun buku panduan pelaksanaan kegiatan simpan pinjam di MFU dan juga mempersiapkan SOP.
· Berkoordinasi dengan di tiap wilayah untuk menjamin semua aktifitas MFU berjalan secara maksimal
· Berperan sebagai inisiator dalam pengembangan nilai tambah dari aktifitas MFU.
Kualifikasi :
· Memiliki pengalaman bekerja selama 5 – 10 tahun dalam kegiatan pemberdayaan masyarakat, pengembangan Kelompk Swadaya Masyarakat dan pengembangan Keuangan dan Usaha Mikro.
· Memiliki jiwa kewirausahaan, kreatif, inovatif, motivasi diri yang tinggii dan mampu memecahkan permasalahan
· Mampu mendisain modul, tools dan media pelatihan, standard operasional prosedur (SOP) kelembagaan keuangan mikro dan kelompok masyarakat
· Memiliki keterampilan fasilitasi dan memberikan pelatihan tentang pengorganisasian keuangan mikro, usaha mikro, manajemen keuangan dan kegiatan pelayanan masyarakat lainnya
· Mampu mendisain pengembangan microfinance termasuk analisis kredit, mekanisme pencairan kredit dan sistem monitoring.
