Catholic Relief Services (CRS) is a US – based voluntary organization working in more than 80 countries around the world to assist people victims of disasters, people in need and the disadvantaged regardless of race, belief or nationality. CRS has been operating in Indonesia for 54 years under the Memorandum of Understanding with the Ministry of Social Affairs with programs primarily in the areas of humanitarian assistance, Disaster management and Emergency Response. CRS/Indonesia currently has a job opening for a FINANCE MANAGER to be based in Jakarta. This position will commence on a contract basis but will lead to a permanent position subject to performance. This Finance Manager will currently supervise one Finance Officer and will report to CRS/Indonesia Country Team Leader, s/he will also liaise with CRS Asia Regional Finance Officer and Overseas Finance Team in CRS Headquarters. This position is a senior management position representing Finance department in executive management. The major job responsibilities are providing overall leadership, guidance and supervision to Finance department in regards with the accurate financial information, management reports, budget management, ensuring the compliance to financial policies, procedures, and donor requirements, and developing a good working capital management system within CRS/ID Country Program. The position is expected to participate constructively in developing and implementing of country strategy. Job Responsibility: 1. Overall management of CRS Indonesia Finance Department, responsible for managing & ensuring the following: 1. Timely processing and submission of CRS Indonesia monthly financial reports to CRS HQ and donors. 2. Ensure compliance with GAAP, CRS policies & procedures, donor requirements and local laws. 3. Timely submission of other financial reports, including quarterly forecasts, severance reports, year-end reports, etc. to CRS Headquarters. 4. Support, guide and ensure timely submission of the Annual Program Plan (APP) for CRS Indonesia. 5. Analyze budget comparison reports and provide feedback and recommendations to the senior management team and other concerned CRS departments. 6. Liaise with banks, auditors, consultants, government and any relevant offices related to financial management. 7. Carryout treasury management 8. Ensure compliance and timely guidance on local laws, as applicable. 9. Liaise with CRS Headquarters and the CRS Regional Office to identify and enact any changes or updates in the country program or agency financial management policies and practices. 10. Liaise with various donors and funding agencies to ensure appropriate fund flow, accountability, resource management and liquidations. 11. Disseminate any financial related policies guidance to the finance team and all relevant staff. 2. Analyze, reconcile, liquidate and close-out of U.S. Government and other public resource funding. 3. Work with the CRS internal and external audit teams while conducting reviews and implementing audit recommendations. The Finance Manager is specifically responsible for the following: a. Audit preparation and compilation of financial reports and documentation. b. Timely implementation of finance related audit recommendations. 4. Capacity building of the Finance & Non-Finance Staff across CRS Indonesia, including the following responsibilities: a. Improve the capacity of the finance and non-finance staff to some degree in CRS financial management practices. b. Serve as a mentor and coach to the finance staff to improve their understanding and capacities in financial management for personal growth within the organization. c. Support CRS Indonesia office on strengthening the financial management. 5. Develop and Implement systems and tools to improve financial management and monitoring in the country program. 6. Provide guidance and advice to the Country Tea Leader on the overall use of country program resources, including recommendations to reduce costs, improve efficiency and enhance optimized country program activities. QUALIFICATIONS AND EXPERIENCE 1. Degree in accounting and financial management or management with major in accounting; a master degree will be considered an advantage. 2. Minimum of 8-10 years experience in senior finance position. International non-profit organization experience will be an added advantage. 3. Very good understanding of general accounting principles and practices, audit processes, internal control systems. 4. Good knowledge of Indonesian Tax regulations. 5. Familiarity with US Government regulations is desirable. 6. Proficiency in using computerized accounting packages, preferably Sun Systems, MS Excel, MS Word, and MS PowerPoint. 7. Proficiency in English (speaking & writing) 8. Excellent presentation and communication skills. 9. Analytical thinking and logical reasoning skills. 10. Strong leadership skills and a demonstrated team behavior. |

Saat ini Aceh Ocean Coral (AOC) berpartner dengan Islami Relief dalam melaksanakan Program “ Sustainable Sea Fisheries for Simeulue and Singkil ” yang di danai oleh Multi Donor Fund (MDF) program Aceh Development Financing Facility (AEDFF). Chemonics seeks a short-term Natural Resources Accounting Specialist for the USAID-funded Indonesia Marine and Climate Support project in Indonesia. The project aims to sustainably manage Indonesia’s marine and coastal ecosystems.
The Natural Resources Accounting Specialist will help assess the MMAF readiness and capability for implementing a system for integration of economic and environmental information into an accounting framework for fisheries (SEEAF) as a fisheries policy analysis and management tool, and identify and describe a process of institutionalization of SEEAF in Indonesia.
Responsibilities include:
· Compile data sets related to natural resources accounting for marine fisheries and aquaculture.
· Assist with the assessment of the data sets needed for building SEEAF.
· Assess the appropriateness of GOI and university organizations for building a long-term capacity to collect, maintain and analyze SEEAF datasets.
· Conduct focus group discussions and meetings with stakeholders to facilitate assignment implementation.
· Organize a seminar for GOI and other stakeholders to improve their understanding of SEEAF.
Qualifications:
· At least six years of experience in natural resource accounting.
· Master’s preferred or relevant experience.
· Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
· Strong English writing and speaking skills required.
