Exciting Job Opportunity with Oxfam GB in Indonesia Oxfam GB is an international NGO working in over 70 countries and has worked for over 50 years in Indonesia. Oxfam GB now focuses its efforts on empowering women, building the resilience of those living in poverty to shocks and disasters (including responding to emergencies), and improving the effectiveness and accountability of governance for those living in poverty and especially women. FINANCE and SYSTEMS MANAGER Based in Jakarta, the Finance and Systems Manager will provide essential finance and system support to the Indonesia programme. To effectively lead the country team on all matters of financial, information systems and administration; ensure effective use of resources across the programme; provide advice to Country Director and senior management. You will oversee the preparation of budgets; management of bank and cash and its recording; preparation of monthly and annual accounting returns; production of timely management information; and budget monitoring. This will include providing appropriate support and monitoring to partners and implementation of General Ledger system; and support internal and external audits as required. In co-ordination with the Indonesia Country Funding Coordinator and relevant Project Managers, you will ensure that all donor financial requirements in relation to restricted funding contracts are monitored and met, including timely donor reporting. You will have to ensure Senior Managers have up to date financial information, ensure that all financial reporting requirements are being adhered to and met in an efficient and effective manner, and to ensure country programme staff are well informed and trained on all developments in financial, information system, and administration policies/rules/ways of working. You will also have to support effective training and implementation of the Oxfam PeopleSoft system throughout the Indonesia programme, including HELIOS system. Key Competencies: Recognised accountancy qualification A minimum of 5 years experience in providing a whole range of financial services to an organisation, ideally with at least two years in the NGO or public sector Good leadership skills: at least two years experience of working in a supervisory position within a team structure Good knowledge of information systems management and administration Good communication skills - verbal and written – English and Indonesian. Ability to produce quality financial management information and analysis Ability to monitor donor contracts and produce requisite high quality and timely reports Analytical and planning skills Proven knowledge of computerised systems and demonstrable experience of working with computerised accounting packages and spreadsheets Self-management including: ability to prioritise own workload and work independently and commitment to meeting deadlines Good communication and interpersonal skills. Ability to work independently and prioritise effectively to achieve results Knowledge of local laws and statutory requirements Strong commitment to gender, diversity issues, equal opportunities and capacity building |

Dear all, Cordia Caritas Medan, the Caritas Organization of the Archdiocese of Medan, established by the Archbishop of Medan, and the member of the Caritas Internationalis association. It was established on February 2005 as the response of tsunami disaster that occurred in Aceh at the end of 2004. The registered office in Jalan Sei Asahan No. 42 – Medan 20131 Indonesia, Cordia is implementing some projects funded by local and international Caritas organizations. Secours Catholique/Caritas France and CARITAS PSE have made agreement for realization of the project “CAPACITYBUILDING OF CORDIA’S LIVELIHOOD TEAM THROUGH PARTICIPATORY ACTION LEARNING IN 6 POOR VILLAGES IN NORTH SUMATRA, INDONESIA”. The agreement period is for twelve (12) months from 1st of January 2010 – 31st of December 2010 and extended for another six (6) months started 1st of January 2011 – 30th of June 2011. By referring to the project agreement, Cordia Caritas Medan takes the responsibility of project audit to ensure: 1. Financial report accountability, 2. Examine and review methods and system of control in financial and management included risk of analysis and management, 3. Ensure Cordia's practices complying with all aspects of law and relevant regulations. 4. Verification of expenditure, whether they are accordance with the contractual budget. 5. The L&P Manager is responsible for monitoring a Procurement Plan, providing reports to government representatives, the World Bank and to governmental and non-governmental auditors. The L&P Manager must track the procurement progress and logistic deliveries of goods and works across Aceh, and report on this progress weekly. The L&P Manager is responsible for overseeing asset management as well as warehouse inventory and logistics, and overseeing a team of six employees. The L&P Manager reports directly to the Head of Mission. Job title: Logistics & Procurement Manager Code LPM – BA Supervisor: Head of Mission Duty station: Banda Aceh Expected duration of assignment : 15 July 2011 to31 March 2012 Description of responsibilities : Monitoring the procurement process of goods needed for the EDFF- funded project, in line with the requirements of the Government of Indonesia and the World Bank. Plan and delegate responsibilities of a team of six employees to ensure that procurement and delivery of goods and works are in line with project needs in the field. Provide administrative support when needed to ensure fast delivery of goods and works to the field. Coordinate with a team of District Coordinators and Advisors to ensure the specifications and needs of the project are met, while ensuring that all GOI and World Bank regulations are followed. Cooperate with the Finance Manager on a daily basis to ensure the effective coordination of finance and procurement employees in Banda Aceh and the field. Train staff in the drafting of purchase requests, purchase orders and CCR SOP for procurement and finance. Constant monitoring and evaluation of employees’ abilities to correctly implement CCR SOP. Quarterly evaluation of staff performance under the L&P Manager is required with written documentation. Train employees and monitor performance in the preparation of bidding documents, informing potential vendors of procurement conditions, the supervision of procurement committees. Supervising large procurement packages personally and ensuring no violation of regulations that will lead to miss procurement. Overseeing the process of informing winning and losing vendors in CCR procurement tenders and managing outside stakeholder relations to ensure corruption free and transparent procurement in line with the World Bank and the Government of Indonesia regulations. |
