RE-ADVERTISEMENT Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time position for a project funded by the U.S. Agency for International Development (USAID), Indonesia Changes for Justice (C4J). The primary objective of the C4J project is to improve the performance of Indonesia’s justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General’s Office (AGO) of the Republic of Indonesia. Technical Position:Procurement of Services (PS)/Grants Manager: The PS/Grants Manager is responsible for overseeing management of all procurement for services through subcontracts and grants awarded by the C4J project, ensuring they are in compliance with both USAID regulations and the contract signed by USAID and Chemonics. The PS/Grants Manager will also ensure that procurement for servicesand grant awardscomply with all regulatory requirements (e.g., ADS, CFR, and OMB),andthat subcontractors and awardees deliver their services or implement their programsin a satisfactory and professional manner. This position requires the PS/Grants Manager to lead the procurement process and grant award process, provide guidance on appropriate procurement practices associated with competitive RFPs and RFAs, evaluation criteria, and evaluation of committee notes, etc. Other responsibilities include performing pre-award assessments to determine applicant management and technical capacities to administer grant and subcontract awards, andliaising with other C4J staff and supervise grant recipients and subcontract awardees. The PS/ Grants Manager should have a minimum of 10 years of professional experience, including project management experience in procurement for servicesand grants management. Experience managing fixed price subcontracts and fixed price services agreements is strongly preferred. Particular experience in collaborating with non-governmental organizations and government ministries on transparency issues, international standards and sustainable development is preferred. |

Please apply online through the following link: http://www.undp.or.id/procurement/ VACANCY: Title: Consultant for Completion of Post-Tsunami Transition Process of Nias Island Reports to: National Project Manager NITP Duty Station: Nias Island Expected Places of Travel (if applicable): Medan Duration of Assignment: three months Background Information The Nias Islands Transition Project (NITP) addresses the urgent need to strengthen the capacity of North Sumatra province and the districts/municipal governments in Nias Islands and ensure that it has the wherewithal to efficiently assume the responsibilities, functions, resources and assets it has inherited from the Aceh and Nias Reconstruction and Rehabilitation Body (BRR). NITP is designed to address critical gaps in the technical capacity. The first gap lies in the executive’s capacity to coordinate the transition. The second gap lies in the technical capacity of the provincial and district/municipal government agencies to process assets and projects transferred from BRR and other rehabilitation and reconstruction donors, and to implement ongoing recovery work. The third gap is the administration’s broader institutional capacity to coordinate and implement reconstruction and rehabilitation work beyond the transition. NITP is expected to receive additional funding from the donor mid-2011, thus extending the project period up to June 2012. The additional funding scheme will be mostly used to provide support to local government during the verification of rehabilitation and reconstruction (RR) assets, asset transfer process, as well as building the capacity of regional governments in asset management. Coordination mechanism on asset transfer at national, provincial, and district level will also be supported by the funding. |
