Dear all, Our company is currently looking for an experienced National NGO to be the implementing partner of our CSR initiative. The project is designed as a community based-Water Access, Sanitation and Hygiene project in high density urban settlement within Jakarta areas. The planned activities must use the participatory approach and executed through local stakeholders’ engagement. The proposal submission has a very tight timeline, which will be closed on 26 August 2011. However since the email is not allowed to receive attachment, we will send the ToR based on the request from candidates by considering the relevant background of the NGO as well. |

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services. The expected results to be achieved are: 2 million people in urban areas gain access to improved water supply; 200,000 people in urban areas gain access to improved sanitation facilities; and the per unit water cost paid by the poor in targeted areas decreases by at least 20%.
To achieve the above, assistance provided by the project is divided under three main technical components, including:
1. Mobilizing demand for water supply and sanitation service delivery;
2. Improving and expanding capacity for water and sanitation service delivery; and
3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene. To achieve these objectives IUWASH regional offices need high caliber specialists to fill the position of *Water and Sanitation Finance Specialist North Sumatra* (Medan, 1 position, Code : MF-NS)
*RESPONSIBILITIES*
This position will contribute to support expanded access to piped water and sanitation through the strengthening of the local water service providers and the enhancement of their relations with their respective local governments as well as external stakeholders (customers, civil society as well as national government)the achievement of program activities in the respective cities/districts. Detailed responsibilities will include, but not be limited to, the following:
* *
o Improve water utilities’ planning capacity through assistance in business plan development, tariff analysis and structuring, and capital improvements planning;
o Improve water utilities’ financial performance and credit worthiness through financial and investment plan development, full cost recovery tariff setting, debt management, debt restructuring, and performance monitoring tools for water utilities to obtain an investment-grade credit rating that will attract investment to the water sector.
o Work with PDAMs to their local government owners to determine, structure, and allocate strategic equity investments to boost service quality and coverage;
o Assist PDAMs and their local government owners to identify and broker access to long-term finance options for increased access to water supply and sanitation services, including the usage of PerPres 29/2009 and bond issuances.
o Promote creative micro-finance options for households that will allow them to make the necessary household investments in water supply and sanitation.
o Support Regional Coordinator with the preparation of IUWASH annual work plans and budgets for the agreed action plans, incorporating the cost-sharing and /or leveraging of local and national stakeholders;
o Identify, liaison with, and support local, provincial, national and international stakeholders, who are (or will be) involved in the implementation of technical peri-urban WatSan activities in IUWASH target areas. This includes the compilation of a network of other related donor-supported technical programs for same target groups;
o Maintain regular contact with other regional urban water supply specialists, join regular IUWASH meetings, and provide advice to Regional Coordinator and Governance and Finance Technical Advisor on priority technical issues;
o In conjunction with other specialist staff, develop and implement a technical and institutional monitoring program to assess the quality and effectiveness of IUWASH interventions;
o Periodically undertake special development projects e.g., reporting on concepts development, technical and institutional successes and/or lessons learned. These deliverables may take the form of media presentations, press releases, professional articles or contributions to project newsletters, conferences or workshops. |

In this respect IUWASH regional works in the South Sulawesi region will be supported by 2 (two) Field Technical Liaison (FTL) who are based at :
· Pare Pare & Enrekang (code : FTL PRE) 1 position
· Jeneponto &Takalar (code : FTL JTR) 1 position

*RESPONSIBILITIES*
The Field Technical Liaison will contribute to the achievement of program activities in the respective cities/districts. S/he has responsibility to build trust between the project and the local stakeholders. S/he works side by side with IUWASH partners on a daily basis and represent the front line of the project.
Her/his responsibilities will include, but not be limited to, the following:
· Support in the site selection process, community/field assessment and identification of potential local partners for IUWASH to work with, including local NGOs, community groups and local government entities such as PDAM, Pokja AMPL (Dinas Kesehatan, Dinas PU, BLH, Bappeda), Puskesmas (sanitarian), Posyandu and PKK cadres
· Assist in the identification and development of initiatives of local governments, PDAM, private sectors/SMEs and NGOs related to institutional and community-based water supply and sanitation project in urban areas
· Support community engagement in the entire planning and installation process of new sanitation and water supply system, including microfinance
· Provide supervision to and coordinate works with local NGOs engaged in community mobilization and/or other pilot project implementation in urban poor communities, including liaison and data collection to PDAM and local government, for example with Pokja AMPL/Sanitation
· Provide supports for capacity building of CBOs/communities, training facilitation, horizontal training activities (cross visit and CBO networking activity), behavior change campaign and microfinance
· Support the monitoring and evaluation of the ongoing activities
· Support the coordination of field activities with other donor and USAID-funded projects
· Contribute to the regular work plan, monitoring systems and reporting of IUWASH results and outcomes, including regular submission of field experience stories
· Conduct other tasks as required by supervisor.
*REPORTING*
This position may require frequent travels other cities within IUWASH project areas. S/he will report directly to Regional Coordinator for the day to day activities.* * |

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit. CARE International Indonesia in Makassar, South Sulawesi is currently recruiting the following position: JOB TITLE : DRAFTER (CONSULTANT) DEPARTMENT/PROJECT : PROGRAM/KOTA II REPORTS TO : WATSAN SPECIALIST The following is the Terms of Reference TOR for above position. INTRODUCTION KOTA project will be implemented in three cities in Makassar,Jayapura,and Kupang. Target users from project proposal to be served about 7.500 people on clean water and around 2.500 people on sanitation facilities. By the time we calculated the spread of location and load of each unit estimated, it seen not less than 69 site locations which will be held in three cities. To facilitate and accelerate theprogram in which the construction should be started as early as the month of October 2011. Therefore to support the implementation and construction preparation will need DED and RAB for the material procurement process. Because the limitation of time, it will require the assistance of DED drafter to finish the as build drawing and the RAB. Drafter will begin its activities in early August 2011 and is expected to be completed by the end of November 2011. Initial planning period is begun on August 2011 and the finalizationfrom September until October 2011. While November is the time of revision or addition drawing if necessary. Field measurements will be performed by technical staff from CARE International Indonesia in July until August 2011. The drafter will receive input from the field measurements later and developed further in some design and worksheet that will be assisted by Watsan Specialist and approved by technical responsibility of the AMPL and project manager. If necessary drafter can visit to the field in several locations that are considered important as pilot project depand on the availability of funds. Thereforethe project will required 3 drafters for construction design who will work in the short term. The task is to complete the design drawings (DED) and make the RAB based on the format already agreed between the Watsan Specialist, Project Officer of each cities, each region technical CFs, and also Project Manager, and communities representative.
