Management Sciences for Health (MSH) seeks a Program Officer - Capacity Building for a USAID-funded program to increase performance and technical knowledge required by organizations to effectively implement integrated interventions targeting most-at-risk-populations. The project will introduce evidence-based interventions to strengthen organizations’ capacity to deliver quality services. Please note that this position is contingent upon funding and no relocation allowances are available. OVERALL RESPONSIBILITIES The Program Officer Capacity Building will work with the Snr. Technical Advisor – Organizational Development to; conduct sector assessments and evaluations, organize national and provincial workshops and trainings, coordinate & implement capacity building programs to strengthen leadership and management capacity of health NGOs, national-, provincial-, and district-level staff using evidence-based tools and approaches. S/ He will oversee the implementation of capacity building interventions at the national and/or regional / provincial / district levels. She/he provides capacity building assistance to apply MSH tools, coordinates data collection activities in support of project assessment, conducts sector assessments and evaluations, organizes national and provincial workshops and trainings, and ensures the project is kept on target and is responsive to the Ministry of Health and USAID mission needs. |

| Qualifications |
• Advanced degree Public Health, Public Administration, or Business Administration, or other related sector.
• Experience working with Most At Risk Populations (MARPs)
• Significant experience in providing capacity building technical assistance to promote national and provincial levels technical competency health systems management areas
• Experience working on USAID-funded programs
• Experience developing and delivering training and workshops. Experience providing training; experience setting up training programs and workshops preferred
• Proven ability to interact professionally and effectively with senior managers, decision-makers, government officials, public and private donors, USG, and civil society.
• Practical and analytical skills necessary to translate data or information into concrete actions.
• Creativity and ability to apply innovative thinking and problem solving.
• Strong computer and writing skills.
• Availability to travel within Indonesia as needed.
• Willingness and ability to be flexible to program needs depending on changing priorities and deadlines.
• Strong communication and interpersonal skills, and ability to work as part of a team.
