ABOUT PROJECT World Bank has intended to carry out qualitative impact study of the PNPM-Rural and Community Cash Transfer (CCT) programme under National Programme for Community Empowerment or Program Nasional Pemberdayaan Masyarakat (PNPM) in Indonesia. Raman Development Consultants Pvt. Ltd. has been short listed to submit proposal to conduct impact study in five provinces of Indonesia i.e (West Java, East Java, Gorontalo, North Sulawesi and NTT). This Qualitative Impact Study will probe deeper into questions of poverty, poverty targeting, access to markets and services, local governance and empowerment, maternal and child health services and access to education. ABOUT RAMAN DEVELOPMENT CONSULTNATS Raman Development Consultants Pvt. Ltd. is management consulting firm based in India. Focus areas of Raman Development Consultants are research, training and capacity building and project management. Raman Development Consultants has worked with World Bank, UN agencies, Bilateral and Multilateral agencies and national and International NGO,COBs. Funded and supported projects. Overall Responsibilities: Conduct key informant interviews in the field (at kecamatan and village levels), focus group discussions and participant observation (at village level) in accordance to the study’s key questions and methodology, writing interview report, diary and field notes.
Roles and Reasonability: Specifically, the Supervisor will be responsible for the following tasks:· Organize field visits for research at the kecamatan and village levels· At the kecamatan level, select villages/kelurahan for research;· Conduct interviews (or take notes of interviews) with: Camat, Head of Puskesmas, Head of Cabang DINAS Pendidikan, village head/head of kelurahan, community leaders/elders, midwives, Posyandu cadres, Traditional Birth Attendants, Head of School Committees (SD, SMP),and Principals of SD/SMP;· Conduct/facilitate (or take notes of) Focus Group Discussions with: users and non-users of health facilities and services, husbands of users and non-users, mothers of school aged children, fathers of school aged children, and , Teachers of SD/SMP;· Write up comprehensive, legible and well-organized field notes for each kecamatan and village on findings; review and clean data after each research location before moving to the next location; include quotes and anecdotes; · Contribute to data analysis and drafting of the final report.
Job Specification: Sectoral experience- The job requires on hand experience of filed research especially poverty related projects. Functional work exposure- S/he must have at least 5 years experience with doing qualitative field research. Proven ability to write, knowledge of qualitative research methodologies including conducting key informant interviews and focus group discussions (in urban as well as rural areas).Academic qualifications- The Field Researcher, with experience in health or education, with minimum of a S1 in relevant social science field Knowledge requirements- Fully familiarity in Writing, Speaking and Reading of languages and local dialect spoken in the research locations (in the provinces of West-Java and Nusa Tenggara Timur) are highly desirable. Skill requirements- Interpersonal and leadership to direct and develop a small team of multi-disciplinary team Candidate must have solid oral and written communication skills Travel needs- The project envisages intensive travelling within state/province and high energy inputs. Preferred/advantages Experience of working in provinces of Indonesia
