| Job Description |
Trócaire (Caritas Ireland) is the development agency of the Catholic Church of Ireland. Trócaire has managed programmes in Indonesia since the Asian Tsunami in 2004. All programming has been conducted through partner organisations. Over 30 projects have been supported in a variety of sectors. Trocaire would like to undertake an evaluation to look at key issues of: mainstreaming gender; programme quality; disaster risk reduction and emergency preparedness; livelihoods; accountability; and capacity building. We are seeking a multi-sectoral team to undertake the evaluation. The team will be responsible to design and undertake evaluation, develop report to Trocaire and stakeholders (both English and Bahasa) and make all of its own logistical arrangements within Indonesia.

| Qualifications |
• Experience in conducting evaluations in Indonesia
• Experience in creative and participatory methods of evaluation, particularly taking into account vulnerability issues and gender
• Experience in both humanitarian and development work in Indonesia
• Experience in conducting evaluations on humanitarian response, disaster risk reduction and livelihoods
• Knowledge and experience in issues of LRRD (linking relief to recovery and development)
• Capacity, resources and personnel to make logistical arrangements for the evaluation process
• Fluency in both written and spoken communication in Bahasa Indonesia and English
• A team with a skills and backgrounds in a variety of relevant sectors is preferred
• The consultant(s) will be responsible to arrange their own equipment, accommodation, travel and related logistical issues
