Summary Timor Aid, and its international partner Fundeso, have recently been awarded of a grant by AECID for the implementation of a livelihood program in Same District, Timor-Leste. The program has several components, singled out to enhance the livelihood of local farmers living in remote areas, such as crops diversification, trainings, improvement of the irrigation systems, establishment of community seeds banks and oil mills, etc... The Consultant will be responsible for providing technical assistance for the construction components of the program, such as the improvement of the irrigation system, the construction of community buildings (to use as seeds banks and oil mills), and fish ponds. The Consultant will be based in Dili, but s/he is expected to visit regularly the project sites. The Consultant will accompany the Same project staff in the project implementation, and will report on program activities to the Program Coordinator. Responsibilities Technical Work - Design, and ensure the proper and timely construction of community facilities to use for agricultural purposes (irrigation channels, fish ponds, community building, etc...);
- Develop a maintenance plan, and provide initial training to staff/communities related to the future maintenance needs;
- Design the detailed budget, bill of quantitities, etc.., for the construction of those facilities;
- Provide technical assistance to the Program Coordinator in identifying the more suitable implementation processes/procedures;
- Single out the more effective construction materials/technical equipment locally available, and assist the project staff in procurement.
Project Management - Provide technical assistance to/coach the Program Coordinator on the management components of the construction of the community facilities;
- Coach the Timor Aid staff for the proper monitoring and evaluation of the project activities;
- Network with other organizations/stakeholders working in agriculture/livelihood;
- Ensure regular submission of technical report and support the Program Coordinator in the preparation of the quarterly progress reports;
- In coordination with the Program Coordinator, lead the Same staff in ensuring the quality, efficiency and effectiveness of the construction components of the Program;
- Regularly attend the Program meetings, providing his technical expertise and insights for project implementation;

| Qualifications |
Qualifications
Bachelor (Master preferred) degree in Civil Engineering or other related fields;
At least one year of previous work experience in developing countries (if its in Timor Leste/or in the Region is an asset);
At least two years of work experience in technical constructions for agricultural/livelihood purposes (irrigation channels, fish ponds, rural community buildings, etc
);
Fluent in English; working knowledge of Bahasa Indonesia and/or Tetun will be an asset;
Computer literacy in MS Office package, Autocad 3D and other relevant programs;
Good communication skills.
